WHERE DO I FILE CHARGES . IN THE STATE THAT THE RAPE HAPPENED, OR WHERE THE CREAP LIVES, OR THE STATE THAT I LIVE IN
 
not sure about usa, but probably same as here in canada, you can file them where ever you wish here, but it is recommended that you file them where the rape took place is what I have been told by several investigators, seems to be faster because the location you report will just forward it to the officers local to where the crime was comitted...

It depends on how inter-jurisdiction law works in your area. Here in Canada, any police force can take a criminal complaint for a crime happening in any jurisdiction. I suspect that in the US the rules are slightly different, but a phone call to your local police will get you the answer you are looking for.

Call your local District Attorney's office and they will be able to help you. I believe it will ultimately end up where the crime occurred but your local office will point you in that direction.

If you intend to file criminal charges, you will have to file them with an agency that has jurisdiction where the crime took place. This can include many different agencies like town, village or city police department, county sheriff's office or State Police. Good luck!
